Dr. Mathews Owili

Dr Mathew Ochieng Owili is the Deputy Governor of Kisumu County, a position he has held for the last six years. Dr Owili has over twenty years’ experience in the pharmaceutical sector in Kenya where he worked rising through the ranks to become the CEO of Maxim Pharmaceuticals Limited, a position he held between 2008 to 2017.

He holds a bachelor’s degree in Veterinary Medicine & Surgery, a Master’s in Public Health, Pharmacology and Toxicology from the University of Nairobi and a Diploma in Public Administration from the Galilee Institute in Israel. His commitment to enhance transparency in public administration has attracted admiration far and wide. Dr Owili has been voted the best-performing Deputy Governor in the country on several occasions, a feat achieved due to his amiable working relationship with Kisumu Governor, H.E Prof. Peter Anyang’ Nyong’o.

The two have driven the county to greater heights, Kisumu is now flying with the eagles evidenced by the infrastructural and economic transformation that has positioned the county as the region’s trade and commerce capital. Dr Owili successfully steered the rollout of the Universal Health Coverage and the subsequent Marwa Solidarity Health Scheme covering indigent households. The program has covered at least forty-five thousand indigents with real-time access to medical and health services.
