Presented at the Oxford Global Health & Bioethics Int’l Conference 2025, this study examines Kenya’s ethical and data protection gaps, proposing the ‘Ethics Security Philosophy (ESP)’—a novel framework available at https://philarchive.org/rec/OMOEAS-2. The ESP reconceptualizes ethics and data regimes as co-guardians of research participants. Based on policy reviews, interviews, and case analysis, the study offers replicable policy solutions for Kenya and other LMICs.
